If you are logged in with the local admin account there isn't much that will explain not being able to install a poece of software. It's a lot easier if you know the history of the server ... do you have any nt policies that would have been applied to change the default permissions? With NT 4.0 policies the changes are still in effect after the policy has been removed - unlike Win2k policies.

I would turn on all the security audting (for failures) you can and try installing it again - then review the security log for failures.

You've got absolutely no errors or even warning events in the system/application logs?
