Well it’s now done, drilled and tapped. I picked this method in the end because I had all the bits lying around, including a nice stainless cap head to stick in the hole, although drilling a hole in my nice unmolested swing arm didn’t exactly turn me on the result is a solid job. If any one else does this method the drill will not break through in the inside of the swing arm. I have drilled to a depth of about 13mm or more giving a 10mm depth of thread and as Ricky said used a centre punch, followed by a 2mm then a 5mm HSS drill, although mine weren’t new though, and tapped M6x1.0mm pitch thread. (This is the same as the other bolts that hold the chain guard on.
