By definition a recordable collision is generally where there is injury to someone other than the driver, and as such the powers that be attend.
When taking into account the costs of your insurance, repairing the damage yourself, plus the inconvienience caused, traded off against the number of unregistered vehicles, non- insured people on road, or your inability to confirm a satisfactory identification at the roadside, I think i would be looking to be injured, however minor, at the scene, in order the authorities attend and confirm all the above.
Just an opinion i heard, and not necessarily mine............
And if poss carry a small camera, a picture says a thousand words.
