more mechanical advice needed....still..

First off...thanks to the responses to my previous questions
I've got a follow up question though.....I can get the inner ring off my petrol tank(the one held on by the hex head screws) but I cant get the outer ring off...I dont dare pull on it too hard since I dont know if I'm supposed to.
any help is strongly appreciated.

Ahhhh, I fell fowl to this one too sire.

There are also small Allen headed grub screws on the inside face of the assembly holding the inner unit to the tank wall......just looks beyond what you have seen.....grasshopper.
