I'd assume it means that riders have either booked all three spots in just one name (rich boys??) and can then use all of the space or allocate the space to 2 other riders they choose?
I'd imagine we'd go along the back of the garages (in the reverse direction to the track direction), then come onto the track just behind the starting grid (use the normal track exit point as an entry point). I can't see that we'd do a lap from pit lane, then line up, then do another lap before we take the grid for the start? Too much time I reckon.
Someone will be along soon who knows more about these things.
