Yep,

Stick with the FZR for track stuff and treat yerself to the R.

The belts aren't any dearer on an R it's just that you need to do'em twice as often. i.e once a year or 6k miles.

One thing to bear in mind when buying that "bargain" bike is how long ago it was serviced, if its due a service that can run to a good few Hundred quid, suddenly it's little or no cheaper that the bike thats just had a service. A standard R service can be anything from £300 to £500 plus and thats if nothing out of the ordinary needs replacing.

As well as the spec, i.e. model year and extras you need to take into account any other things that might need replacing that can run to hundreds, e.g. Tyres, chain/sprockets when assessing the price. Sorry in advance if this sound like teaching you how to suck eggs.
