Easier is to download Ifranview from
http://www.irfanview.com/ This is a very simple program that's free. I use it all the time to view my photos and vids. load/open the picture you wish to reduce. Go to "image" and select "resize/resample" type 155X155 in custom and then choose "save as" in the file menu.
As for moving pictures, you will need a program such as Paint shop or coral and layer the pictures or animate them. These are normally GIF files.
