i think the kit is just a rust inhibitor and coating of zinc phosphate

POR 15 Motorcycle Tank Repair kit is what you need.

I used it on my '95 900SS whith excellent results. It includes a metal cleaner, rust convertor which gives a Zinc oxide coating and finally a flexible coating which lines the entire tank. This stuff is good !
