Can't say for definite for Scotland, but down here they can deploy to either the advertised "targetted" roads or to "complaint" sites where complaints have been made regarding excess speed by residents councillors etc.
I'm not sure of the exact time allowed but any camera setups involved in hypothecation ( paying for themselves by using revenue from fines ) can only allow a small percentage of time to be spent on complaint sites.
