The battery needs at least 12.7v to turn over the engine and power up the injection system.Sometimes you can get 12+v on the multimeter but the battery wont have enough ooomph to do the job.
If you are sure the battery is good,have a look at the starter solenoid.Make sure the connections are good,clean and tight.
