They are all like that I'm afraid!My wife swapped her '97 M750 for an '02 M900ie and the handling is just the same!
At 8k miles I doubt the shock is worn out.The rear end is fine for "normal" riding on A roads,but can get a bit vague when chasing 996's down bumpy back roads.
For the best results,we wound up the preload and then gave it a lot more of the rebound damping.About one full turn from fully in,if my memory is correct.The shocks are really basic and you cannot expect the same performance as the units fitted to the superbike range.
If you do really need a new unit,Hagons do some excellent shocks for not a lot of money.
