What i meant was that the road fund licence also includes third party only insurance as part of the yearly fee. If you want fully comp then you buy that yourself. That way there would be no chance of being crashed into by an uninsured driver.
Its a system they have in operation in Australia, you get a new sticker for the windscreen each year, and no need to buy insurance unless you want to. The vehicle is insured rather than the driver.
