Roadside cameras?

I've noticed recently that a number of silver trellis type poles have been erected by the roadside. There are several on the A414 between Chelmsford and Harlow.On top of these they are fitting what looks like two "spotlamps" facing front and rear. Are these cameras and if so does anybody know what they are being used for?

traffic master? to read the volume of the traffic? They also have the potential of ANPR.........
