Thanks for all the advice. I have to say that i offered £700 to the guy and he turned me down flat saying that a trader has offered the same money and they don't even want to see it. Clearly he is trying to say that he is expecting more money from a private buyer. He must also have seen these ads on auto trader where people are selling a couple for £1800 - £2000 - so he thinks that he is selling for half price or something - who knows. See These:
