Mood: R U thinking what I'm thinking?......Oh dear!
Sometimes the blue tinge is caused when the tyre has been wet and then dries. Oil that has got on the back tyre from chain lube, out of the tyre itself and picked up from the road can cause it.

The seals you picture appear to have become unseated from the forks slightly, I have seen some in a lot worse condition and they still haven't leaked.

It's your backside on the line with the tyre and seals and please bare in mind that I'm a tight wad from the North.??!!

I have pushed some parts myself beyond what I felt comfortable with and believe me nothing slows you down more or takes away your concentration than riding aound thinking are those tyres/brakes/clutch etc really gonna do the job!!

If you in doubt replace em.
