Listen very carefully, I shall say this only once.
Throughout the UK there is no legal requirement to advertise speed checks....

The problem is that the hypothecation rules only relate to funding and breaching them would not make the penalty for being caught on it automatically void.
The signage is used to publicise the speed check location & to try to get drivers to slow down. It also assists in prosecutions where drivers have been warned of the speed check by a sign and then have gone on to get caught.
Don't fall into the trap of confusing the Road Traffic Act with the policies of the Safety Camera Partnerships under hypothecation which are two totally different animals
