Yes it's a W3C standard, which says that the ALT tag must only be displayed when the real content can't be displayed (picture missing on the server). So I repeat it, Internet Explorer is wrong when displaying it for an available content.

The poorest browser of the market is Internet Explorer, which is the only one not to respect the W3C standards
