I'm sorry but I think YOU're wrong mate (that's also my job that kind of things ). I think you missed the first sentence of the documentation:

I agree with you on one point only, of course the "alt" attribute must be specified, but in that case (Dom's BigPixel), there is no reason IE to display it (because all pictures are available...). And even if English is not my mother tongue, I think the word "Alternate" speaks for itself...

Regarding the TITLE attribute, I think you're wrong again:

It isn't mentioned that you can't apply it to the IMG markup... And if you read ALL what they say about it, you'll see that this attribute has been designed to do exactly what web developers working with IE do with the "alt" attribute...
