There's a simple trick to avoid fighting the spring pulling the cam pulley away from the timing mark, shredding the tips of your fingers - just back off the drive shaft pulley by the same amount. Once you've slipped the belt over them you move the crank pulley back to its timing mark and check the cam pulley is aligned to its mark. If not, move the crank back to release the tension and adjust the belt a notch. Repeat for second belt. The valves are both closed when you can spin the cam pullies easily.
