I think you'd be lucky to find a suit that fits under the seat.

Maybe one that folds down into it's own pack you can wear round your waist, like a bum bag, is a better idea?

I have one of those £20 Regatta waterproof and (a-hem) breathable stuff-coats.

It does fit under the seat (just) and at least it's warm when you get it out
