Well, maybe I'm not the best person in the world to explain this but the government doesn't set the price, insurance companies do. The insurance component is quite cheap and you have a choice of insurers.

Interestingly enough, in Aus we have council rates which is similar to council tax here the only difference being who pays it. If you rent a house it is the responsibility of the house owner to pay rates, not the tenant. So I pay council tax for my rented house in Twickenham and council rates for the house I own in Brisbane.
